Surely the Teachers are the ones that can "spot" a child with behavioural difficulties. Additionally, this may not all be down to the parenting skills, this can be down to the food they eat, or in the case of my child, a disorder such as Autism or ADD or ADHD. It would be a better approach to provide parents with free parenting courses - run in the school - to tool up parents on encouraging good behaviour - the benefits of schooling - encoraging the parents to get involved in school (eg: lunch time supervisor, Teaching assistant, member of the PTA, etc etc) and make it more of a cohesive community. I agree that parents should be encouraged to buy into the minimum requirements for their child to succeed at school - but think the method of deployment is immature and flawed. I agree with Jane. I would have thought that any teacher can point to the child in their class that has inadequate parenting. Nice to see Mr Balls has finally woken up to the fact that one disruptive child can wreck the education of the other 30 in the class, pity NuLabour have taken so long to recognise this!
